Bargaining Update: Evals

Yesterday was a busy day! We kicked things off by filing an Unfair Labor Practice in response to Tom Boegel’s October 7th memo directing evaluation teams to begin the observation process using the “reviewer” function in Canvas. The District had ample time to come to the table and work with us on an acceptable proposal but instead decided to move forward unilaterally– this was unacceptable, bad-faith bargaining.  

We were able to meet with the District team yesterday, joined by 18 faculty including three faculty speakers. Suddenly, the District was finally able to acknowledge that some revisions to the evaluation criteria would be appropriate under the circumstances (global pandemic, etc.). Faculty made that shift possible by joining us in bargaining!

The work is not done; will you join your colleagues at the next evaluations bargaining session? They are scheduled for tomorrow (3-4pm) and Tues (1-2pm). Make your voice heard at bargaining and by filling out this survey on evaluation criteria.

 

 

 

 

 

 

 

 


Student debt clinic

Is student debt still weighing you down in the current crisis? There may be a way to find relief! The CFT co-sponsored Student Borrower Bill of Rights just signed into law by Governor Newsom makes California the first state to create comprehensive rights for people holding student debt. And we’ll also explain Summer — a new program available in partnership with AFT — to help you manage student debt.

If you work for a public institution or for a nonprofit, you may already qualify for public service loan forgiveness. We’ll share how to qualify for loan forgiveness, how to make your payments manageable, and how we can work together to address the student debt crisis in California.

This program is open to all CFT members.

Weingarten Rights

You have the right to union representation in any meeting with a supervisor that could lead to discipline. “Discipline” is a broad concept that can include anything from a suspension to verbal reprimand.

In a few recent cases, administrators have tried to deny faculty the right to union representation. The District has said they’ll train administrators to avoid future violations, but we don’t know if the training ever happened. It’s important for all faculty to know our legal rights.

Bargaining: Evals | You can pass Prop 15 | AFT 2121 healing events

(Mon. 10/19, 1pm) Bargaining Update: Evaluations

​First the good news: We have a bargaining date! Administration has agreed to meet with us on Monday 10/19, from 1:00-2:00. This will be open bargaining. Come support your bargaining team and let administration know you’re paying attention! It may be a webinar format (sorry about that!), but we’ll know you’re there, and so will the administration side.

Here’s the other part. The office of instruction told faculty to go ahead with the eval process in spite of our cease-and-desist order. In addition to the violation of their legal obligation to bargain, there’s another problem: There is no process. Our contract was written before temporary distance ed existed, so there are no provisions or instructions. It must be negotiated.

We do not have agreed-on criteria or agreed-on language for student surveys. Without these basic tools, we don’t see how evaluation teams can do their work.

This is an unprecedented situation. We’re engaged in a national experiment, inventing a new model of crisis education. Pretending we’re still doing our regular teaching, counseling, and library work is simply insulting. New conditions need new thinking.

A school can be a supportive community where we come together in this crisis. Our crisis evaluation proposal helps create that, while still providing a rigorous process. What does it mean that admin would oppose our efforts?

(DEADLINE – Fri. 10/16, 5pm) An election before The Election: Vote for your Precinct Representative!

Precinct Representatives (delegates) are the most important part of your Union’s democratic decision-making structure and do the grassroots organizing work with you that allows us to win our struggles for better wages and working conditions for the college that San Francisco deserves. Our Union structure contains 41 precincts, divided by department and/or location (pre-COVID). Members within a precinct vote for their own precinct representative(s). Precinct Rep elections run from Wednesday, October 7, through 5:00 p.m. on Friday, October 16.

  • Ballots were emailed out on Wednesday, October 7. Our voting platform is called Survey Hero.
  • If you didn’t receive an email ballot or if you have other election related questions, please contact the union office aft@aft2121.org. We will pass along any messages to the Election Commission that need to be answered by them.
  • Voting is private and confidential. Only the Election Commission will have access to voting information and all personal identifying information will be deleted from the voting platform immediately after votes are tallied.
  • Your Election Commissioners are: Kathleen Duffy, Craig Kleinman, and Anne Vanderslice.
  • Because this election was delayed from spring, all members who were eligible to vote in spring will be eligible to vote in this election, and are also electable as precinct rep, whether or not they have an assignment this fall.

While we have a long journey ahead before our teachers and administration represent the demographics of our students and ethnic studies departments are fully funded, we do have cause to celebrate. This semester the committee got the administration to commit to hiring a full-time teacher for the African American Studies Department, as well as getting admin to put LALS 5: Introduction to Statistical Methods in Latin American and Latino/a Studies back on the schedule as a late start class. Much still needs to be done, so we hope this happy hour will inspire you to join us in the cause of equity at our college!

CCSF budget woes | Flex voting party, affinity space, and happy hour

CCSF budget woes

It’s no secret CCSF is in financial trouble.  

This month, the BoT is going to pass some version of a budget that assumes reductions through combinations of wage reductions and layoffs, aka people and/or pay. Administration’s message is clear. They are coming for us despite knowing full-well that we cannot cut our way out of our financial troubles.

We analyze and scrutinize these budget scenarios often and the math is simple: Public education is grossly underfunded. A deep dive into their budget projections right now is not going to address that.

The first step to winning on issues that matter to you — like layoffs and work speedups — is to bring more revenue into the college. This November election, the ballot holds concrete proposals to bring millions of dollars to City College. Will you take the first step in fighting the district’s austerity plan and pass prop 15?

Bargaining Update: Evaluations Cease-and-Desist

This week, administration laid out instructions for eval teams. However, we’re still at the bargaining table. We have not agreed on evaluation criteria, language for student surveys, or a method of observation for temporary remote classes. Without those agreements, evaluation teams have no basis to do their work. Teams should not be forced to move forward under such circumstances.

Thursday, we filed a cease-and-desist order and a demand to bargain. They can’t just go ahead with plans as if we’re not in bargaining. We expect a response on Friday with a bargaining date. Please join us for that single issue bargaining session once it’s scheduled – RSVP for a direct invitation.

(Wed. 10/7) An election before The Election: It’s almost time to vote for your Precinct Representative!

Board of Trustees candidate Alan Wong has earned the support of educators. He has helped to open the Sunset Campus, championed immigrant students, and worked closely with our members to help stop class cuts and cancellations.
